Kosovo Police (KP), based on the administrative instruction for the promotion procedure for police officers, the standards operation procedure, the analysis of the needs for promoted personnel according to the organizational structure and the list of authorized personnel, according to which over 350 positions have been identified as vacant for the rank of sergeant, after a period of over 11 years, on 12.02.2024, announced the promotion process for the rank of sergeant, key personnel for first line supervision and the most effective service to citizens.

Regarding this competition, the Kosovo Police was engaged in preparing and smooth running of the entire process, engaging sufficient personnel as well as appointing supervisory commissions for all phases of the promotion process for the rank of sergeant.

Although the entire process, including the test itself, was well prepared and organized, however, after the expression of some dissatisfaction by a number of candidates in this process, the Kosovo Police, based on the principles of transparency, ethics, fundamental values, professional integrity and reliability, has engaged the police staff in analyzing the process, the Kosovo Police Inspectorate (IPK) has also been involved, which has made an extraordinary inspection of this process.

Based on the findings of the police staff engaged in analyzing the process as well as the inspection report of the IPK, it has been assessed that the process was generally in order and well organized, with the exception of some procedures and technical and administrative issues, for which IPK has given its recommendations.

Therefore, aiming to eliminate all uncertainties and maintaining the credibility of the process which may impact the image of Kosovo Police, as well as based on the recommendations of the KPI, Kosovo Police makes a decision to cancel the competition for promotion to the rank sergeant announced on 12.02.2024.

The Kosovo Police, based on the findings and recommendations of the KPI, after reviewing the procedures and implementing the changes and recommendations of the KPI, will start with all the necessary administrative and logistical preparations, so that the process of promotion to sergeant continue as soon as possible.

The Kosovo Police is a transparent, accountable organization and anything that can harm the reputation or create mistrust of the police and the public, will work to maintain and further raise the credibility of its officials and the public, providing transparency, process monitored by external partners and supervision of all processes.
