To inform the public about the holding of public gatherings and protests, the Kosovo Police reminds that they should be organized in accordance with the law on public gatherings, including obtaining permits from the competent authorities and notifying Kosovo Police.
Kosovo Police recognizes the right of citizens to public gatherings, free speech in public gatherings, protests and public demonstrations in accordance with the Constitution and applicable laws.
The legislation in force stipulates that any public gathering must be announced by the organizer or his representative under the conditions and legal deadline, which clearly was not the case with the last gathering/manifestations.
The law on public gatherings stipulates that the announcement of public gatherings must be done no later than seventy-two (72) hours before a peaceful public meeting is held.
Effective legislation regulates the issue of holding public gatherings, defining restrictions or prohibitions if public gatherings endanger public order, peace and public safety in terms of freedom and the rights of other people, morals and public health.
As an institution of law enforcement, Kosovo Police will take all actions in accordance with the Constitution of Kosovo, applicable laws and decisions of the competent institutions to manage the situation at this time of COVID-19 pandemic, to ensure public peace and order, public health, as well as to respect the decisions, measures and restrictions provided for time of pandemics.
Due to the situation created in our country by the COVID-19 pandemic, the Ministry of Health in consultation with the National Institute for Public Health have imposed some protective measures and restriction of movement for residents of Kosovo. Based on these decisions, the organizers of public gatherings should ensure that participants in public gatherings throughout the gathering have protective measures, keep their distance from each other (2 meters) and have the right of going out according to the set time. (twice a day for 90 min, allowed by the Ministry of Health based on the penultimate number of the ID card).
Through this official announcement, Kosovo Police intends to inform the public opinion that in addition to the role in law enforcement, if also has the plan of readiness and reaction against the new Coronavirus COVID-19, which provides additional measures in the benefit of maintaining public health and preventing the spread of pandemic.
