Clarification for the public regarding the article published in the daily newspaper “Tribuna” dated February 4 2014, titled: “MIA fined with 113 thousand Euros for ammunition”Prishtinë, 5 February 2014Kosovo Police after review and analyze of the article titled “MIA fined with 113 thousand Euros for ammunition” published on 4/2/2014 in the daily newspaper “Tribuna” we consider that for the sake of public notice, with the truth and reflection of factual and special circumstances regarding the case treated by the journalist Nexhmije Ahmeti, we address the clarification in written regarding to actions for supply with ammunition of KP.Initially, in 1999 Kosovo Police based on the legal procedures has signed a contract on 8/9/2009 for supply with ammunition, in order to fulfill the KP needs. While, on 9/9/2009 a purchase order was issued that KP to be supplied with ammunition in accordance with the abovementioned contract terms and based on the contract in question, according to article 1.3 the delivery deadline has been 30/11/2009 or before 30/11/2009.. Referring to this and obligations undertaken by this contract, the economic operator has not been able to bring the goods according to the contract terms, but the goods were received with delay of (96) days, and Kosovo Police was obliged to implement the penalties according to the terms of the same contract. Regarding this case, the Directorate for Budget and Finances of KP, has taken the legal interpretation that is obliged to implement the penalty for delay of the delivery of goods. It should be noted that the whole procedure of supplying with ammunition has occurred in 2009 where the current management wasn’t, the Ministry of Internal Affairs was not led by the minister Mr. Bajram Rexhepi. While regarding the denial of landing permission (as mentioned in the article) we inform you that this is not competency of Kosovo Police and neither the Ministry of Internal Affairs.
